I did a multimeter test and the diag mode on the instrument cluster and yielded the same results. Idle voltage is fine but when I push the RPMs even just to 3000 or so it jumps to 17 volts.

Doing a wet test and getting a reading after a dry test usually means rings. It's pretty hard to have the oil plug a valve long enough to get a reading if you rolled the engine over the 5 or 6 times necessary to get a compression reading. You'll need to do a leak down test next. Do both dry and wet.
